THE OPPORTUNITY

A Confidential Utility Client received approval from the City of Hoboken to upgrade their existing substation along Madison Street in the west part of the City. The purpose of this upgrade was to make the Confidential Utility Clients station more reliable and resilient in severe weather. A condition of approval from the City was to reconstruct and improve the roadway network surrounding the substation.PS&S was asked to provide design services and work closely with the City to prepare the reconstruction plans.

THE CHALLENGE

The development of the upgraded substation required the surrounding city block to be reconstructed to allow for improved traffic patterns and pedestrian access. The City of Hoboken required that the existing centerline of the four roadways be maintained while also addressing poor drainage at the curb. New sidewalk, traffic calming devices, and ADA improvements.

THE PS&S SOLUTION

PS&S implemented a plan to install a new curb and sidewalk along the substation side of the roadways and mill and pave the other side of the road. Centerline and curbline profiles were created in tandem to improve drainage along the new curbline while maintaining the existing centerline elevations. This created a variable cross-slope condition which the City preferred instead of reconstructing the entire width of the roadway. A new striping and signage plan, including parallel parking and dedicated bicycle lanes, were created in conformance with City, NJDOT, AASHTO, and MUTCD standards. Curb bump-outs were placed at critical locations where traffic calming measures were required, also provided were new ADA compliant ramps at the four intersections.
