THE OPPORTUNITY
PS&S provided environmental consulting services to Turner Construction and STV, who were contracted by New York City Department of Design and Construction (NYC DDC). The $750 million new police academy campus for the New York City Police Department (NYPD) includes an academic facility, physical training facility, central utility plant, field house, running track and parking lot.
THE CHALLENGE
The challenging 35-acre construction site is a former car impoundment lot and wetlands that had been filled with debris and miscellaneous unconsolidated material. The site is bisected by a tidally influenced open drainage channel. The subsurface soil was contaminated by historic fill material. Additionally, elevated levels of methane were found during a pre-construction soil gas investigation.
THE PS&S SOLUTION
PS&S provided field personnel with multi-disciplined skills to successfully complete a comprehensive environmental consulting scope of work that included the following:
Designed and implemented a Community Air Monitoring Program; Field screened excavated soil for potential contamination; Collected weekly noise measurements; Documented clean-fill capping and other site engineering controls; and Conducted bi-weekly inspections for the NYSDEC Storm Water Pollution Prevention Plan.
