THE OPPORTUNITY
This former Block Drug Pharmaceutical Headquarters office building was previously leased by the Hudson County Improvement Authority as office space for various departments. HCIA asked PS&S review and determine the feasibility to renovate this 340,000 sf building to become the home to over one-third of the County’s personnel. By moving more departments into one location, the County can consolidate its locations and increase its efficiency
THE CHALLENGE
To study the feasibility of renovating this decades-old former drug company building, the facility’s condition as well as its layout had to be studied in detail. In addition, outstanding environmental issues had to be considered and addressed.
THE PS&S SOLUTION
Having worked in the building for the former owner, PS&S had an historic insight into
the details of the facility. An updated comprehensive assessment of the building was
conducted as well as a preliminary layout of the county uses proposed. The environmental
issues were quantified, and their cost and impact were assessed in order for the County to
make the decision to proceed with the project.
The new renovations also included a small public park, new bus stops, and landscaping.
The building is home to the Sheriff’s office, operations division, patrol and 911, health clinic,
the Rutgers co-op program, Department of Family Services, County Clerk, County Register,
Board of Elections, Director of Public Resources, Tax Assessment, County Surrogate,
Court Administration, Building Services and Maintenance, and Facility Management.
